I'm not sure if /u/ProtonMail shares any data about this, but now that ProtonMail is many years old, my guess is there are millions of abuse accounts where an individual actor will register tons of accounts and use them for spam or for registering accounts on other services that are themselves used in an abusive manner. The fact that there's a significant number of services that block at registrations suggests just how much abuse there is.
